Abstract: Raytheon Network Centric Systems (NCS) passed a multi-site (5) and multi-discipline (SE, SW, HW) CMMI level 5 appraisal on June 1, 2007. This presentation discusses developing and deploying a common measurement program to five regions and cultures across the US. This major undertaking involved defining a standard set of measures, developing tooling, developing training, and then deploying this across the sites. This includes Quantitative Project Management (QPM) Level 4 activities for establishing statistical control of specific sub-processes. NCS also defined mechanisms for standard organizational analysis of this data at various levels of management. This presentation will provide information on best practices along that journey from a measurement program perspective.
Biography:

Chris is the Site Measurement and Cost Estimation Lead for Network Centric Systems (NCS) McKinney facility. His current focus is deploying and analyzing the multi-site, multi-discipline Common Process Architecture (CPA) measures from all programs in the region. As the site lead, he supports the cross-site NCS Measurement Council and the NCS engineering discipline council analysis of data across the five major NCS sites. Prior to this assignment, Chris was the team lead for developing the multi-discipline CPA Cost Estimation process and tooling for program engineering, systems engineering , software engineering, and hardware engineering. While developing the Cost Estimation behavior, he was also the site lead for the development of the CPA Measurement process and tooling.

Chris received his Bachelor of Science degree from the University of Central Florida and has over 1,000 hours of continuing education over his 24 years with Texas Instruments and Raytheon.

Additional points of interest include:

  • Raytheon Systems and Software Symposium – Presented paper on developing a common Raytheon software cost estimation approach, which was deployed across Raytheon by training 27 sites subject matter expert representatives.
  • Cost and Schedule Risk Patent – Has secured a patent for the method for determining dependent cost and schedule risk for analysis during cost estimation.
  • Six Sigma Expert – Certified as a Raytheon Six Sigma Expert (Black belt) and has helped qualify over 30 engineers as R6S Specialists (Green belts).
  • Gating Lead – Co-lead on effort to define NCS software gating procedure and checklists. Coordinated planning / technical gates for the software engineering center. Performed over 35 reviews of programs and presented actions to program management.
  • Appraisal Team Member – Participated as a team member in the successful CMM Level 4 and CMMI Level 5 appraisals responsible for Level 4 and 5 key process areas.
  • Wideband Delphi Size Estimation Tool – Designed and developed the Wideband Delphi software size estimation tool and was instrumental in the deployment of the tool and process, which is now a best practice and performed consistently across the region. Size estimation variation was reduced from 100% to less than 10%.
  • Program Independent Assessment - he has supported activities related to independent reviews of key programs across NCS.
  • Software Manager – Lead software development teams for dynamic engineering and manufacturing development programs.
  • Flight Test Lead – Lead team to develop and integrate new radar and digital terrain system. Tested this prototype system with over 50 flights at a target clearance of 200 feet above the ground.
